How it's done

A matte, even base with soft contour and a muted rose blush. Brows defined and filled. A soft brown shadow blended into the crease and a deeper charcoal-brown smoked into the outer corner. A thick black liquid liner along the whole upper lash line, flared into a bold, lifted wing with its outline filled in solid. A thin black line along the outer third of the lower lash line that meets the tip of the wing, and the inner corner extended with a small point. Black kohl in the upper waterline. Full black lashes, longest at the outer corners. Lips in a muted rose satin lipstick, softly lined.

Questions

How do I get the solid cat eye wing?
Draw the outline first, the top edge from the lash line out to the tip and the bottom edge back to the outer corner. Fill the shape in solid with liquid liner, then tidy any wobble with concealer on a flat brush.
Where does the lower line go?
Only along the outer third of the lower lash line, kept thin, until it meets the tip of the wing. That closes the outer corner into a sideways V. Smoke charcoal-brown shadow into the V so the black edges sit inside a soft shadow.
